Planning Board Meeting August 22, 2023 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, August 22, 2023 at 8:00pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Application of Legadel, 12 Maple Leaf Road, Monsey, NY 10952, for Final Site Plan and Special Use Permit approval of a site development plan entitled “89-91 Route 59”, proposing a new school, on a 1.38-acre site, with the existing residences and driveways to be removed. The property in question is located at 89 & 91 Route 59 on the South side of Route 59, approximately 101 feet West of Park Place, is designated on the Ramapo Tax Map as Section, Block, Lot 55.10-2-8 & 9, and is located in an R-15 Zone.On November 29, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
  1. Application of Merkaz Hatalmud, 16 E. Stemmer Lane, Suffern, NY 10901, for Final Site Plan and Special Use Permit approval of a site development plan entitled “294-296 Spook Rock Road Merkaz Hatalmud”, proposing to construct an addition to an existing residence located at 294 Spook Rock Road and converting it for use as a school and use of largest room for local residents to pray on holiday and Shabbos, with the existing residence on 296 Spook Rock Road to remain as caretaker’s residence on the 2.14-acre site. Existing garage to be removed and temporary modulars to be used at the site during construction of Phase 1 and removed at Phase 2. The property in question is located at 294 & 296 Spook Rock Road, Suffern, New York on the East side of Spook Rock Road, approximately 175 feet North of East Stemmer Lane, is designated on the Ramapo Tax Map as Section, Block, Lot 56.05-1-14 & 15, and is located in an R-25 Zone.On January 10, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.

Application of Yehuda Stranger, 134 Union Road, Spring Valley, NY 10977, for Final Subdivision Approval of a subdivision plan entitled “134 Union Road”, proposing a two-lot subdivision of the 0.53-acre site, with a two-family dwelling on each lot and existing single family to be demolished. The property in question is located at 134 Union Road, Spring Valley, NY on the East side of Union Road, approximately 70 feet South of Eckerson Road, is designated on the Ramapo Tax Map as Section, Block, Lot 50.13-3-33, and is located in an R-15 Zone.On February 14, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) with respect to an application of Aaron and Bracha Gobioff, 2 Redstone Road, Monsey, NY 10952, for approval of a site development plan entitled “Gobioff”, proposing two curb cuts. The property in question is located at 2 Redstone Road, Monsey, NY on the West side of Redstone Road, approximately 25 feet South of Mariner Way, is designated on the Ramapo Tax Map as Section, Block, Lot 41.19-4-42 and is located in an R-40A Zone.  Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan and Special Permit Discussion with respect to an application of Isaac Wurzberger, 11 Milton Place, Spring Valley, NY 10977, for approval of a site development plan entitled “Satmar Monsey Mikvah”, proposing a new Community Mikvah on the first floor and lecture rooms and office on the second floor. The property in question is located at 17, 19 and 21 Pioneer Avenue, Suffern, NY 10901 on the West side of Pioneer Avenue, approximately 140 feet South of S. Airmont Road, is designated on the Ramapo Tax Map as Section, Block, Lot 55.08-3-39, 40 & 41 and is located in an R-25 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on April 25, 2023, and a coordinated review was initiated on May 4, 2023.  Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
