Planning Board Meeting August 8, 2023 at 8:00 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, August 8, 2023 at 8:00pm.


Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person. Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing. The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.


1. Application of Cong Ohel Torah of Williamsburg, 8 Joshua Court, Monsey, NY 10952, for Final Site Plan approval of a site development plan entitled “Cong Ohel Torah of Williamsburg – 8 Joshua Ct”, proposing an addition to single family dwelling and conversion to local house of worship and rabbi’s residence on a 0.47-acre lot. The property in question is located at 8 Joshua Court, Monsey, NY, 10952 on the South side of Joshua Court approximately 580 feet South of Route 59, is known on the Ramapo Tax Map as Section, Block, Lot 56.15-1-30, and is located in an R-15 Zone. On January 10, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.


2. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) with respect to an application of Moshe Ausch & Menachem Stern, 61 Main Street, Unit 101,
Monsey, NY 10952, for approval of a site development plan entitled “250 Remsen Avenue”, proposing two curb cuts. The property in question is located at 250 Remsen Avenue, Monsey, New York, 10952 on the East side of Remsen Avenue, approximately 50 feet West of Dolson Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.06-3-33 and is located in an R-15C Zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


3. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval of a Minor Subdivision, with respect to an application of David & Blima Weingarten, 9 Anjou Lane, Monsey, NY 10952, for approval of a subdivision plan entitled “Subdivision Plan for 255 & 257 Viola Road”, consisting of a lot line change that will move the lot line separating the property 35.5 feet, so the existing driveway is located only on 255 Viola, increasing the lot area of 255 Viola and reducing the lot area of 257 Viola. The properties in question are located at 255 & 257 Viola Road, Monsey, New York, 10952 on the South side of Viola Road, approximately 160 feet West of Concord Drive, which comprise in the aggregate 5.3949 acres and are designated on the Ramapo Tax Map as Section, Block, Lots 49.11-1-6 & 7.1 and which are located in an R-40 Zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


4. Application of 13 Warren Property LLC, 15 Arlington Drive, Monroe, NY 10952 for Final Site Plan and Final Subdivision approval of a site development plan entitled “13 Warren Ct”, proposing a two-lot subdivision of the 0.45-acre lot, with a three-family dwelling plus three accessory apartments on each lot. The property in question is located at 13 Warren Court, Monsey, New York 10952 on the West side of Warren Court, approximately 330 feet South of Suzanne Drive, and is designated on the Ramapo Tax Map as Section, Block, Lot 49.20-4-5 in a R-15C Zone. On February 28, 2023, the Planning Board
classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.


5. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of Nechuma Terebelo, 46 College Road, Monsey, New York 10952, for approval of a subdivision plan entitled “15 Orchard Street”, proposing a two-lot subdivision of the 0.46-acre site. with a single-family residence on each resulting lot. The property in question is located at 15 Orchard Street, Spring Valley, NY on the North side of Orchard Street, approximately 460 feet West of North Main Street, and is designated on the Ramapo Tax Map as Section, Block, Lot 50.14-4-43 and is located in a R-15 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on May 16, 2023, and a coordinated review was initiated on June 7, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.


6. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat Approval with respect to an application of Janet Gay Newman Irrevocable Trust & Paul Uhry Newman, Trustee, 46 South Mountain Road, New City, NY 10956, for approval of a subdivision plan entitled “Janet Gay Newman Irrevocable Trust”, proposing a two-lot subdivision of an 11.38-acre parcel, with existing structures on Lot 1 to remain, and Lot 2 to be conveyed to the County of Rockland . The property in question is located at 46 South Mountain Road on the North side of Dogwood Lane, approximately 1,630 feet Northwest of the intersection of Brook Road & Buena Vista Road, and is known and designated on the Ramapo Tax Map as Section, Block, Lot 33.12-1-2.1 and is located in a RR-80 Zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
