LEGAL NOTICE 

 

NOTICE IS HEREBY GIVEN THAT a public hearing will be held in person, by the Zoning Board of Appeals of the Town of Ramapo on Thursday, September21, 2023, at 7:15 p.m., or as soon thereafter as possible, at Ramapo Town Hall, 237 Route 59, Suffern, New York on the following matters:    

Application # 23-079: Yeshiva D Monsey, 2 Roman Boulevard, Monsey, New York, for variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a school and dormitory (existing) with proposed addition (14 and 16 Roman Boulevard) and a new school and dormitory (13 Walter Drive), which have less than required lot area, front setback on Roman Boulevard, front yard on Walter Drive, side setback, total side setback, side yard parking, greater than permitted development coverage and greater than permitted floor area ratio.  A variance will be required from Section 376-121A (2), having less than twenty-five (25) feet between dormitory and interior road.  A variance will also be required from Section 376-121A (6), no buffer provided.  The property in question is:  14 and 16 Roman Boulevard and 13 Walter Drive, Monsey, New York, located on the east side of Roman Boulevard, 0 feet east from the intersection of Maple Leaf Road, which is known and designated on the Ramapo Tax map as Section 56.08-5-36 and 56.08-5-48.1 in an R-15C zone. 

Application # 23-085: Nashony Sappleton, 23 Northbrook Road, Spring Valley, New York, for variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a two-family dwelling, which will have less than the required lot area, lot width, side setback, total side setback, street frontage, greater than permitted development coverage and greater than permitted floor area ratio. The property in question is: 23 Northbrook Road, Spring Valley, New York, located on the west side of Northbrook Road, approximately 1,364 feet south from the intersection of East Eckerson Road, which is known and designated on the Ramapo Tax map as Section 50.19-2-31 in an R-15 zone.  

Application # 23-087:Congregation Bnai ArugathHabosem, 1 Ralph Boulevard, Monsey, New York, for variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a three-family dwelling with three accessory apartments,which will have less than requiredfront setback and front yard on Ralph Boulevard, front setback, front yard and front setback on Route 306 and rear setback. A variance will be required from Section 376-65C, which will have greater than permitted accessory apartment size and cannot exceed fifty (50%) of the principal structure.  A variance will be required from Section 376-65G 1-3, in that a three-family dwelling, constructed townhouse style, are permitted only one accessory apartment and a three-family dwelling semi-attached or detached, constructed townhouse style are permitted only one accessory unit.  A variance will be required from 376-65D, in that the location of the accessory dwelling unit cannot extend beyond the footprint of the principal structure.A variance will also be required from Section 376-78, in that no entrance for off street parking with more than four (4) parking spaces shall be located closer than seventy-five (75) feet of any intersection The property in question is: 1 Ralph Boulevard, Monsey, New York, located on the south side of Ralph Boulevard, 0feet from the intersection of Route 306, which is known and designated on the Ramapo Tax map as Section 49.20-2-15 in an R-15Czone. 

Application # 23-097David Mittelman, 545 West Central Avenue, Monsey, New York, for variances of the requirements of Sections 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of athree family dwelling and deck(existing), which will have less than the required rear setback (to deck).The property in question is: 545 West Central Avenue, Monsey, NewYork, located on thesouth side ofWest Central Avenue, approximately771 feet west from the intersection of Monsey Boulevard, which is known and designated on the Ramapo Tax map as Section 56.12-3-22.2-2in an R-15C zone. 

Application # 23-098Samuel Glick, 16 Emes Lane, Monsey,New York, for  variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a single-family dwelling with one accessory apartment (existing)with proposed addition, which will have less than the required totalside setback,  side setback,side yard, front yard and front setback.  A variance will also be required from Section 376-62B, in which the distance from the accessory structure to principal structure is less than required.  The property in question is: 16 Emes Lane, Monsey, New York, located on the east side of Emes Lane, approximately 532 feet northfrom the intersection ofAlbert Drive, which is known and designated on the Ramapo Tax map as Section 56.11-1-27in an R-15Azone. 

Application # 23-099: Avon Gardens, 1245 42nd Street, Unit 4, Brooklyn, New York,for  variances of the requirements of Section 376-41 the Zoning Law of the Town of Ramapo to permit the construction maintenance and use of asubdivision, consisting of twelve (12) buildings, proposing forty-six (46) dwelling units, which will have greater than permitted building height.  The property in question is: 1-12 Van Ness Road, Spring Valley, New York, located on the north side ofViola Road,approximately 365 feet east from the intersection ofUnion Road, which is known and designated on the Ramapo Tax map as Section  50.09-3-4, 5, 6, 7 ,8 and 9  and 50.13-3-5, 6, 7 and 8 in an MR-16 zone. 

Application # 23-100Remsen Realty Holdings, LLC, 56 Francis Place, Spring Valley, New York, for  variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a two-family dwelling, which will have less than the required lot area, lot width, side setback, total side setback, and street frontage and greater than permitted development coverage and greater than permitted floor area ratioThe property in question is: 19 Remsen Street, Monsey, New York, located on the east side of Remsen Avenue, approximately 538 feet south from the intersection of Route 59, which is known and designated on the Ramapo Tax map as Section 56.14-3-8 in an R-15 zone. 

Application # 23-101: Emunas Yisroel of Monsey, 30 Saddle River Road, Monsey, New York, for  variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a Local House of Worship with Rabbi’s Residence, which will have less than the required side setback, total side setback, side yard, rear setback, parking, greater than permitted development coverage and greater than permitted floor area ratioA variance will also be required from Section 376-77A, in which loading berths are required for all non-residential structures. The property in question is: 30 Saddle River Road, Monsey, New York, located on the west side of Saddle River Road, approximately 400 feet north from the intersection of Grove Street, which is known and designated on the Ramapo Tax map as Section 56.11-1-29 in an R-15A zone. 

Application # 23-102: 12 Locust Hollow Drive, LLC, 5014 16th Avenue, Suite 414, Brooklyn, New York, for  variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a single-family dwelling, which will have less than the required lot width, side setback, total side setback and greater than permitted floor area ratio.  The property in question is: 12 Locust Hollow Drive, Monsey, New York, located on the east side of Locust Hollow Drive, approximately 400 feet north from the intersection of Nelson Court, which is known and designated on the Ramapo Tax map as Section 49.18-2-46 in an R-25 zone. 

Application # 23-103 David Farkish, 13 Olympia Lane, Monsey, New York, for  variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a single-family dwelling (existing), proposed addition, which will have less than the required side setback and total side setback.  The property in question is: 13 Olympia Lane, Monsey, New York, located on the south side of Olympia Lane, approximately 986 feet west from the intersection of College Road, which is known and designated on the Ramapo Tax map as Section 56.09-1-8 in an R-25 zone. 

Application # 23-104 Emes Lane Equities, LLC, 100 Dutch Hill Lane, Orangeburg, New York, for  variances of the requirements of Section 376-41 of the Zoning Law of the Town of Ramapo to permit the construction, maintenance and use of a two-family dwelling with one accessory apartment, which will have less than the required lot area, lot width, front setback, front yard,  rear setback, street frontage, greater than permitted floor area ratio and greater than permitted development coverage. A variance will also be required from Section 376-52C, in that a fence or wall greater than four (4) feet is required to be two-thirds (2/3) its height. The property in question is: 9 Emes Lane, Monsey, New York, located on the west side of Emes Lane, approximately 700 feet north from the intersection of Albert Drive, which is known and designated on the Ramapo Tax map as Section 56.11-1-20 in an R-15A zone.
