Planning Board Meeting December 17, 2024 at 7:30 pm - IN-PERSON ONLY!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, December 17, 2024 at 7:30pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 7:30 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan and Special Use Permit Discussion, with respect to an application of David Kalisch, 18 Jon Leaf Lane, Chestnut Ridge Road, NY 10977, of a site development plan entitled “93, 95 & 97 Highview Road” for a project named “Talmud Torah Ohr Yochanan”, the owner of 95-97 Highview, Talmud Torah Ohr Yochanan, proposes to convert the existing school building at 97 Highview to administrative and private tutoring offices and demolish the existing single family dwelling at 95 Highview Road to provide parking. The two lots are proposed to be combined and a new 25,920sf school building constructed. The owner of 93 Highview, Gam Zeh Latova, proposes to demolish the existing single-family house and construct a new 51,200sf school building comprised of three stories and a basement for 340 students. The property is located at 93, 95 & 97 Highview Road, Monsey, NY on the south side of Highview Road, approximately 311 feet west of Dalewood Drive, is a total of 4.229 acres and is designated on the Ramapo Tax Map as Section, Block, Lots 56.05-1-8, 9 &10 and are located in an R-25 Zone. The Planning Board classified the proposed action as a Type 1 SEQRA Action on June 25, 2024, and a coordinated review was initiated on June 28, 2024. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.

Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) with respect to an application of 2 Miele LLC, 2 Miele Lane, Monsey, NY 10952, for approval of a site development plan entitled “2 Miele Road”, proposing an additional curb cut. The owner is currently constructing a two family plus one accessory residence. The property in question is located at 2 Miele Road, Monsey, NY on the north side of Miele Road, approximately 121 feet west of Saddle River Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.15-3-29 and is located in an R-15A Zone.  Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), final site plan, with respect to an application of Wolf Kraus, 7 Fanley Avenue, Unit 111, Spring Valley, NY 10977, for approval of a site development plan entitled “Rita and Wolf Kraus”, proposing an additional curb cut. The property in question is located at 27 Ellish Parkway, Spring Valley, NY on the south side of Ellish Parkway, approximately 389 feet west of corner of Ellish Parkway and Neil Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 50.17-1-41 and is located in an R-15C Zone.  Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Sketch Plat, with respect to an application of Sara Israel, 5 Edwin Lane, Monsey, New York 10952, for approval of a subdivision plan entitled “3-5 Heights Road” for a project entitled “Heights Division”, proposing to subdivide two existing lots totaling 2.12-acres into four lots with easement access between. The existing single families on each lot will be removed and replaced by four single-family dwellings. The property is located at 3 and 5 Heights Road, Suffern, NY on the east side of Heights Road approximately 140 feet North of Stemmer Lane, is designated on the Ramapo Tax Map as Section, Block, Lot 56.05-1-52 & 55, and is located in a R-25 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on September 10, 2024, and a coordinated review was initiated on September 16, 2024.  Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of Mount Ivy, LLC, 101 Chase Avenue, Suite 201, Lakewood, NJ 08701 for site development plan application for tree cutting only for a site development plan entitled “Tree Cutting Only”. The property is located at located at 110-118 Pomona Road, Pomona, NY on the north side of Pomona Road, west of Station Road and east of Camp Hill Road, a total of 143.6 acres and is designated on the Ramapo Tax Map as Section, Block, Lots 33.13-2-6, 33.09-2-31 and 33.09-2-37 and is located in an MP-PUD Zone.   This application is being made pursuant to Ramapo Zoning Code Article IX (Site Development Plan), § 376-24 and § 376-25 (Local Law 2 of 2024). The Ramapo Town Board as SEQRA Lead Agency for the Northeast Ramapo Development Plan (NRDP) classified the Millers Pond Planned Unit Development (“MP-PUD”) on the property as a Type 1 SEQRA Action on February 22, 2023, and a coordinated review was initiated. On August 23, 2023 the Ramapo Town Board as Lead Agency issued Amended and Supplemental SEQRA Findings after considering the FGEIS for the NRDP and extensive supplemental environmental analyses and documentation.  The Planning Board will consider issuance of its own Statement of SEQRA Findings as an involved agency pursuant to 6 NYCRR Part 617.10(b) and 617.11.  Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
