Planning Board Meeting January 24, 2023 at 8:00 pm - IN-PERSON ONLY!!!
NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, January 24, 2023 at 8:00pm.
Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person. Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing. The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.
1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Amended Site Plan Discussion and Special Permit Discussion with respect to an application of Kinyan Torah, 3A Joshua Court, Monsey, NY 10952, for approval of an Amended Site Development Plan entitled “Kinyan Torah”, which proposes to remove the original residence on 66 Highview while retaining a newer addition to that building; the addition would be converted for school use and consolidated with the previously approved school at 65 College (lot line to be disclaimed). The existing building at 65 College is to be removed and replaced by new construction. The school would use the 1.65-acre site. The property in question is located at 65 College Road and 66 Highview Road, Monsey, New York 10952 on the North side of Highview Road approximately 0 feet West of College Road, and designated on the Ramapo Tax Map as Section, Block, Lot 56.06-1-13 & 14 and is located in a R-25 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on November 14, 2022, and a coordinated review was initiated on November 21, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
2. Application of Yeshiva Shefa Chaim, 104 Highview Road, Suffern, New York 10901, for Final Site Plan and Special Permit Approval of a site plan entitled “Yeshiva Shefa Chaim (at 104 Highview Rd)”, showing a new school, with the second story of said school to be used as a shul. An existing two-story building to remain and be used as a caretaker’s residence on the 1.50-acre site. The property in question is located at 104 Highview Road, Suffern, NY, 10901 on the North side of Highview Road, approximately 150 feet East of Carlton Road and is designated on the Ramapo Tax Map as Section, Block, Lot 49.17-2-69 and is located in a R-35 zone. On May 24, 2022, the Planning Board classified the proposed action as an Unlisted SEQRA action, determined that preparation of an environmental impact statement was not required, and issued a SEQRA negative declaration.
3. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Final Site Plan and Special Permit with respect to an application of Yeshiva Shaarei Arazim, 36 Sky Meadow Road, Suffern, NY 10901, for approval of a Site Development Plan entitled “Yeshiva Shaarei Arazim (36 Sky Meadow)”, which proposes a renovation of two existing buildings for use as a school on the 16.699-acre site. The property in question is located at 36 Sky Meadow Road, Suffern, NY 10901 on the West side of Sky Meadow Road approximately 750 feet West of Samego Court, and is designated on the Ramapo Tax Map as Section, Block, Lots 40.08-1-1,16,17 &18 and is located in a RR-80 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on February 22, 2022, and a coordinated review was initiated on April 18, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
4. Re-Affirm prior SEQRA and Final Amended Site Plan with respect to an application of Highview Hills, LLC, 1 Paragon Drive, Suite 225, Montvale, NJ 07645 for Amended Final Site Plan Approval of a site plan entitled “Highview Hills”. The amended site plan replaces an approved 42 unit condominium building and amenity space with 13 townhome units, and a one-story community center to house the community’s amenities, on the 10.94-acre site. The property in question is located at 1-74 Silverwood Circle, Suffern, New York, 10901 on the Northerly side of Highview Road approximately 700 feet East of Spook Rock Road. The property is designated on the Ramapo Tax Map as Section, Block, Lot 49.17-2-65, and is located in an RSH zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
5. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) with respect to an application of Chana Itzkowitz, 9 Maple Terrace, Unit 111, Monsey, New York 10952, for approval of a site development plan entitled “5 Jeffrey Pl”, proposing two curb cuts. The property in question is located at 5 Jeffrey Place, Monsey, New York, 10952 on the East side of Jeffrey Place, approximately 179 feet North of Maple Avenue, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.08-3-37 and is located in an R-15C Zone. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
