Planning Board Meeting May 16, 2023 at 8:00 pm - IN-PERSON ONLY!!!
NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, May 16, 2023 at 8:00pm.
Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person. Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing. The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.
1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Site Plan and Special Use Permit Discussion with respect to an application of Congregation Bobover Yeshiva of Monsey, 230 Viola Road, Monsey, NY 10952 for approval of a Site Plan entitled “83 Highview Road”, which proposes a new school on the .679-acre lot, existing residence to be demolished. The property in question is located at 83 Highview Road, Suffern NY on the South side of Highview Road approximately 1,100 feet West of College Road, designated on the Ramapo Tax Map as Section, Block, Lot 56.05-2-23 and is located in an R-25 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on March 14, 2023, and a coordinated review was initiated on April 5, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
2. Application of TR-HV LLC, 12220 Cotharin Road, Malibu, CA 90265, for Final Site Plan and Final Subdivision Approval of a Site Development plan entitled “The Ranch Hudson Valley Retreat” and a Subdivision Plat entitled “St Mary’s Villa” for a project entitled “The Ranch Hudson Valley”, which proposes a two-lot subdivision, with Lot 1 being 146 acres is size, and including an existing home; Lot 2 will be 45 acres in size, and include existing structures that will continue to be used by the Sisters Servants/St. Josephs Adult Care Home. The Applicant’s Amended Site Development Plan for Lot 1 proposes to continue an existing retreat use with the addition of a detached solarium as an accessory use and conversion of existing garage to laundry facilities. property in question is located at 150 Sister Servants Lane, a/k/a 9 Emmanuel Drive, Sloatsburg, NY 10794, on the Northeast side of Sister Servants Lane, approximately 2,200 feet south of the intersection of Sterlington Road and Sterling Mine Road, and designated on the Ramapo Tax Map as Section, Block, Lot 38.17-1-2 and is located in a RR-80 Zone. On January 10, 2023, the Planning Board classified the proposed action as a Type 1 Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
3. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion with respect to an application of Congregation Sanz Klausenborg of Monsey, 3 South Monsey Road, Airmont, NY 10952 for approval of a site development plan entitled “62-64 Bates Drive”, proposing conversion of existing single-family residence to a house of worship with Rabbi’s residence on .2567-acres. The property in question is located at 62-64 Bates Drive, Monsey, NY 10952 on the East side of Bates Drive, approximately 1000 feet North of Route 59, is designated on the Ramapo Tax Map as Section, Block, Lot 56.10-4-22, and is located in a R-15MR Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on July 26, 2022, and a coordinated review was initiated on August 16, 2022. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this
Hearing from interested members of the public and involved/interested agencies.
4. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion with respect to an application of Sara Rosenbaum, 1209 Corner St, Spring Valley, NY 10977 for approval of a Site Development plan entitled “204 Union Road”, proposing conversion of existing single-family residence to a local house of worship on the 0.45-acre lot. The property in question is located at 204 Union Road, Spring Valley, NY on the East side of Union Road, approximately 0 feet North of Gilda Court, is designated on the Ramapo Tax Map as Section, Block, Lot 50.09-3-14, and is located in a R-15 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on January 24, 2023, and a coordinated review was initiated on January 30, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
5. Re-Affirm prior SEQRA, Amended Subdivision Approval with respect to an application of Augusta Estates, LLC, 7 Joshua Court, Monsey, New York 10952 of a plan entitled “Augusta Estates LLC”, consisting of removal of map note #21 and amend location of proposed private Right of Way of previously approved Subdivision which is a 1.79-acre lot. The property in question is located at 53-55 Grove Street and 15, 17, 19, 21 & 23 Augusta Avenue, Monsey, New York, 10952 on the North side of Augusta Avenue, approximately 0 feet West of Grove Street, which is known and designated on the Ramapo Tax Map as Section, Block, Lots 56.11-3-43.1 through 7 in a R-15A Zone.
