Planning Board Meeting October 31, 2023 at 8:00 pm - IN-PERSON ONLY (in Courtroom)!!!

NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Tuesday, October 31, 2023 at 8:00pm.

Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person.  Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing.  The Planning Board will open public hearings on the following application(s) at 8:00 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.

  1. Application of Cong Chasidei Bobov of Monsey, 20 Jill Lane, Monsey, NY 10952 for Amended Final Site Plan approval of a site development plan entitled “20 Jill Lane”, which incorporates variances granted by the Town of Ramapo ZBA after the original site plan approval was granted for the proposed development, including the existing house of worship located on the 0.25-acre site. The property is located at 18-20 Jill Lane Monsey, NY on the East side of Jill Lane, approximately 50 feet East of Ralph Blvd, is designated on the Ramapo Tax Map as Section, Block, Lot 49.20-2-29 & 30, and is located in an R-15-C Zone. The Planning Board will consider whether to reaffirm its previous determination to classify the proposed action as an Unlisted SEQRA Action, that preparation of an environmental impact statement was not required, and that a SEQRA Negative Declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA), Sketch Plat Approval and Site Plan Discussion, with respect to an application of 48 Hickory Estates LLC, 15 Allan Drive, Monsey, NY 10952, of a subdivision plan entitled “46-48 W. Hickory Street”, proposing the subdivision of a 1.001-acre lot into five lots with a single-family dwelling on each lot. The existing dwellings will be removed. The property is located at 46-48 Hickory Street, Spring Valley on the south side of W Hickory Street, approximately 49 feet east of Brook Street, is designated on the Ramapo Tax Map as Section, Block, Lots 50.13-4-53 & 54, and is located in a R-15 Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on August 22, 2023, and a coordinated review was initiated on September 7, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
  1. Application of Horton Gateway, LLC and Horton Gateway 2 LLC, 1 Executive Blvd, Suite 101, Suffern, NY 10901 for Final Site Plan approval of a site plan entitled “18 College Road” proposing a change in use from commercial recreation to local convenience commercial for a ­­­11,240 SF portion of the existing building space, and for the permitted use of business office and associated storage of 12,000 SF of the existing building on the 10.96-acre parcel. The property in question is located at 18 College Road, Monsey, NY 10952 on the East side of College Road, approximately 0 feet South of Horton Drive, is designated on the Ramapo Tax Map as Section, Block, Lot 56.10-2-29, and is located in a LO Zone. On April 19, 2023, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required and that a SEQRA negative declaration would be issued.
  1. Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion, with respect to an application of 19 Main St Holdings LLC, 10 Challenger Ct, Monsey, 10952, for a site development plan entitled “KGLL Trust (at 19 Main Street)”, proposing a new retail and office building on the 0.509-acre site. The existing building will be removed. The property is located at 19 Main Street, Monsey, NY on the west side of Main Street, approximately 190 feet North of 2nd Street, is designated on the Ramapo Tax Map as Section, Block, Lot 56.11-2-42, and is located in a NS Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on August 22, 2023, and a coordinated review was initiated on September 7, 2023. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
