NOTICE IS HEREBY GIVEN by the Town Board of the Town of Ramapo, that pursuant to the provisions of the Town Law of the State of New York, a public hearing will be held at 7:00 o'clock P.M. (Prevailing Time) at the Ramapo Town Hall, 237 Route 59, Suffern, New York, 10901, on the 22nd day of May, 2019, to consider the adoption of a local law entitled “A LOCAL LAW AMENDING THE ZONING LAW OF THE TOWN OF RAMAPO TO ALLOW ISSUANCE OF PARTIAL BUILDING PERMITS” which local law shall provide as follows:

LOCAL LAW NO. __– 2019
A LOCAL LAW AMENDING THE ZONING LAW OF THE TOWN OF RAMAPO TO ALLOW ISSUANCE OF PARTIAL BUILDING PERMITS
BE IT ENACTED, by the Town Board of the Town of Ramapo as follows:
Section 1. Short Title.
This Local Law shall be known as the Partial Building Permit Law for the Town of Ramapo.
Section 2. Legislative Intent.
The purpose of this Local Law is to allow for Partial Building Permits to be issued in appropriate cases.
Section 3. Add a new Section to the Town Code for the “Issuance of Partial Building Permits” to read as follows:
The Building Department may issue a building permit for the construction of part of a building or structure when plans and detailed statements have been properly presented for the same. No such Partial Building Permit shall be issued before the entire plans and detailed statement of said building or structure shall have been previously approved by the appropriate Town reviewing Agency, Board, or Department. Nothing herein shall relieve an Applicant of the obligation to comply with the applicable requirements of this chapter and the New York State Uniform Building Code, including, but not limited to, the obligation to obtain an excavation permit before commencing any excavation work. The Building Inspector may require, in appropriate cases, the posting of a bond to insure that any such improvements are removed in the event the building or structure is not timely completed.
Section 4. Severance.
The invalidity of any word, section, clause, paragraph, sentence part or provision of this Local Law shall not affect the validity of any other part of this Local Law which can be given effect without such invalid part or parts.
Section 5. Judicial Review.
Review of decisions of the Town Building Inspector with respect to any action pursuant to this Local Law may be had by an action or suit commenced in the Supreme Court of the State of New York, County of Rockland, within thirty (30) days of the action complained of.
Section 6. Effective Date.
This Local Law shall take effect immediately upon filing with the Office of the Secretary of State.
