INTENT TO BE SEQR LEAD AGENCY
HARRIMAN MEADOWS RESIDENTIAL DEVELOPMENT
WHEREAS: The Town Board has received a petition requesting the amendment of the Town zoning map and Comprehensive Plan by rezoning two areas of the petitioner’s property (approximately 61 acres of the total approximate tract size of 196 acres) from the R-40 zoning district to the MR-8 zoning district. The petitioner proposes that the remainder of the property remain in the R-40 zoning district. The petitioner proposes a planned residential community with housing options consisting of 85 single-family detached homes on lots consisting of 40,000 square feet or more, 298 market rate townhouses, 72 condominium flats with affordability provisions, and 24 rental apartments prioritized for emergency service workers.
The petition requests the rezoning of a portion of the following Tax Map Parcels: Section 32.11, Block 1, Lots 2, 3, 4.1, 12, 13 and 14. Approvals granted by numerous other agencies will be required. The Town Board is a SEQR involved agency and desires to be the lead agency with coordinated SEQR review.
THEREFORE, BE IT RESOLVED and PLEASE TAKE NOTICE that at its meeting held on February 8, 2023, the Town of Ramapo Town Board declared its intent to act as SEQR lead agency for the coordinated environment review of this proposed Type I action.
This Notice is issued pursuant to §617.6 of the SEQR Regulations (6 NYCRR Part 617.6). This Resolution and Notice will be sent to all involved agencies reasonably identified at this time.
Failure by an involved agency to object to this lead agency designation within thirty (30) days of receipt shall be deemed acceptance of the Town of Ramapo Town Board as SEQR lead agency.

Site Location: Between US Route 202 and State Route 306. Town of Ramapo Tax Map Parcels Section 32.11, Block 1, Lots 2, 3, 4.1, 4.2, 12, 13, 14 and 16, and Section 32.14, Block 2, Lot 3.
Reasons Supporting
This Determination: The Town of Ramapo Town Board is the appropriate lead agency, because the Town Board is the only agency with jurisdiction to take action on the applicant’s rezoning petition and because any impacts will be primarily local.
