Planning Board Meeting - IN-PERSON ONLY!!!
NOTICE IS HEREBY GIVEN THAT the Planning Board of the Town of Ramapo will hold a meeting at Ramapo Town Hall, 237 Route 59, Suffern, NY on Monday, April 28, 2025 at 7:30pm.
Planning Board members will attend in-person. Until further notice, applicants, their representatives, and interested members of the public must also attend the meeting in-person. Written comment on matters on the agenda for a public hearing may be submitted to the Planning Board Secretary by mail or email, but must be received no later than 4:00 PM on the date of the hearing. The Planning Board will open public hearings on the following application(s) at 7:30 pm, or as soon thereafter as the matter can be heard, for the purpose of allowing the public to be heard on those matters, and the hearing may thereafter be closed or continued. Links to files containing the application and supporting documents are available on the Town website using the meeting agenda posted on the Town website. The application file is also available for review in the Building Department at Town Hall during normal business hours.
- Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and Site Plan Discussion with respect to an application of Joel Mann, 254 Niniger Road, Suite 201, Monroe, NY 10950, for approval of a site development plan entitled “14 Vincent Road”, proposing a new House of Worship with the existing single-family dwelling removed. The property in question is located at 14 Vincent Road, Spring Valley, NY on the east side of Vincent Road, approximately 113 feet north of Vincent Road, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 50.17-1-54 and is located in an R-15C Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on February 25, 2025, and a coordinated review was initiated on March 13, 2025. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
- Determination of potential environmental impacts pursuant to 6 NYCRR Part 617 State Environmental Quality Review Act (SEQRA) and sketch plat approval with respect to an application of Prestige Builders USA, LLC, 21 North Madison Avenue, Spring Valley, NY 10977 for approval of a subdivision plan entitled “10 Meadow Lane”, proposing to subdivide the 0.538-acre site into two-lots and construct a two-family dwelling plus one accessory apartment on each new lot. The existing dwelling will be removed. The property in question is located at 10 Meadow Lane, Monsey, NY on the west side of Meadow Lane, approximately 465 feet south of Grove Street, which is known and designated on the Ramapo Tax Map as Section, Block, Lot 56.11-3-29 and is located in an R-15A Zone. The Planning Board classified the proposed action as an Unlisted SEQRA Action on March 11, 2025, and a coordinated review was initiated on March 13, 2025. Please take notice that this Public Hearing is not a “SEQR Hearing” within the meaning of 6 NYCRR Part 617, although the Board will accept public comment at this Hearing from interested members of the public and involved/interested agencies.
- Application of Rabbi Hanoch Teitelbaum, 93-95 Dykstras Way East, Monsey, NY 10952 for Final Site Plan Approval a site development plan entitled “Congregation Tamar of Monsey”, proposing an addition to an existing two-family residence with neighborhood house or worship on the 0.55-acre site. The applicant is proposing a 10,081sf addition to the neighborhood house of worship. The property is located at 93-95 Dykstras Way E, Monsey, NY on the east side of Dykstras Way approximately 10 feet South of Old Nyack Turnpike, is designated on the Ramapo Tax Map as Section, Block, Lot 56.20-3-44, and is located in a R-15A Zone. On November 11, 2024, the Planning Board classified the proposed action as an Unlisted SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
- Application of David Kalisch, 18 Jon Leaf Lane, Chestnut Ridge, NY 10977 for Final Site Plan and Special Use Permit Approval of a site development plan entitled “93, 95 & 97 Highview Road for a project named “Talmud Torah Ohr Yochanan”, the owner of 95-97 Highview, Talmud Torah Ohr Yochanan, proposes to convert the existing school building at 97 Highview to administrative and private tutoring offices and demolish the existing single family dwelling at 95 Highview Road to provide parking. The two lots are proposed to be combined and a new 25,920sf school building constructed. The owner of 93 Highview, Gam Zeh Latova, proposes to demolish the existing single-family house and construct a new 51,200sf school building comprised of three stories and a basement for 340 students. The property is located at 93, 95 & 97 Highview Road, Monsey, NY on the south side of Highview Road, approximately 311 feet west of Dalewood Drive, is a total of 4.229 acres and is designated on the Ramapo Tax Map as Section, Block, Lots 56.05-1-8, 9 &10 and are located in an R-25 Zone. On December 17, 2024, the Planning Board classified the proposed action as a Type 1 SEQRA Action, determined that preparation of an environmental impact statement was not required, and that a SEQRA negative declaration would be issued.
